yes they can..when i filled out credit app.%26#039;s for myself,i always put my kids names on the application in the space that says,do you want a addictional card for someone else,just enter there name in the spaces below.my kids have platimun credit cards with excellant credit ratings thanks to me since 1994, and now my kids are in college. p.s. my kids were four and five at that time.
