any bank card with a mastercard or visa logo is a credit card and will only let you charge what you have in your account.

Yes there is and you can get one from Rite Aid or Radioshack. I think it%26#039;s a great idea to use a pre paid credit card if you like to shop online and you don%26#039;t want anything linked to your bank account!

I would check with your bank first. All mainstream banks offer secured cards. Bank of America has a partially secured card for $99 with a $500 limit. Once you establish yourself with them, they will offer you an unsecured card with a higher limit.

Technically no. A prepaid card is not a credit product. By definition if you pre-pay your money, you are not being extended credit. If your goal is to establish or better your credit record, then anything you purchase from a merchant (i.e. the rite-aid example) is essentially a gift card/prepaid card.
Now if all you want is a product that is simply accepted at any merchant that accepts credit and debit products (which, from your comment about the gift card I doubt) then any pre-paid type card (like the gift card) will work.
If you do want to work on/establish credit then you can get secured credit cards from some banks. I believe Bank of America has one. It is likely that other large national banks also have them (try Chase, Citi, Wells Fargo, WAMU). Another route is a very local bank or even better a credit union to which you belong if that is an option. At the end of the day you will need to do the leg work because each institution will have different criteria as to what and if they provide this product.
Usually they will want you to deposit an amount up to the credit limit you receive (but often quite a lot lower) in a term deposit account that you can not draw on. You need to carefully read the details of the agreement you enter into (as you should do with any credit product) and be aware of the fees and charges you could incur. At this point you will be impacting your credit record.
These products will often extend you an amount of up to $500 (thats a very rough estimate obviously, but it gives you a general idea). If you %26#039;behave%26#039; according to their criteria for a period of time you may have the secured component removed at which time you would have a true credit card.
If you do this, you need to remember this is a loan to you (even if they have some of your money) and you need to always be able to pay it back in full each month. If you dont have the discipline to do that, then you need to reconsider what you are doing because you can very quickly get into trouble.
